Outrunners are high inductance motors and don't a high (PWM) frequency, 8kHz is fine to keep current ripple low. A high frequency is no problem, but it will have no advantage, only higher controller (switching) losses. Very low inductance motors (coreless or ironless, e.g. Kontronik Tango) need a high frequency setting.
