Il problema è quello, leggendo il forum da cui ho preso la foto mi sono accorto adesso che parlavano propio delle resistenze invertite!!!
Addirittura se fai la scarica rischi di bruciarle.
I have the same charger with the same problem, and I found a solution - the shunt resistors (these big 1W, close to the output socket)
were swapped. The right position is shown in attachment
